Nah more likely he just didn't know how to wrap his shit up. Though that was already obvious whenever he ended an arc. We shouldn't be surprised he failed at wrapping up the entire manga.

He had so many ideas at the start of the Nazi Quincy arc but then I think editors pressed him into bad decisions because Fullbringers arc was not what the fans expected (but I liked it most of it) and it kinda felt like editors also forced him to show SS fighting FB at the climax.
So you had this literally "every chapter is more hype than the previous one" but then after the retreat of Bach I could feel that the editors showed up again. Guardian power ups were rushed and then people were getting resurrected "because" and no one important died.
And then Kubo like forgot about half of the plot points, got angry at jump and it ended how it ended - very weak.
