it's common that if there is a delay on an airport for some reason or another, then planes just fly a bit in circles or whatever to kick time and wait for their turn.
Happens all the time here in part on the main airport. It is however strange this far out though. I however could imagine them doing this out at the coast there instead of just over land (which they tend to do here while waiting), as you probably have so many planes there compared to NOOSL(it's big compared to the population size, but not in western scale ofc. Gigantic if you compare it to eastern euro airports which always are really small)
