Not really. The thing about Kamina was that he was neither strong or strategic but made up for it in fighting spirit. That's exactly why he got his shit kicked in by the weakest of the 4 generals instantly.
Meanwhile Simon was pre-determined to be a winner by having strong spiral energy and being able to pilot Lagann.
