Not much will happen client side, if anything. ISPs know that catered internet packages are a stupid fucking idea. What they want to do is extract more revenue from the big streaming companies like amazon and netflix who put the most strain on the network. Primarily text based sites like plebbit and Sup Forums are the last ones that ISPs would be interested in limiting acess to, because you can browse all day and use like 10 megabytes, and also because the owners have no money from which to draw revenue.

Why shouldn't internet providers be able to offer packages to different demographics? It works well for television. They already offer different download/upload rate plans, the proposed removal of a regulation simply allows for greater efficiency of bandwidth distribution.

There is little to no reason to invest or upgrade anything. We have basically had the same power grid for the last 60 years because of this bullshit. Because the goal is to make you pay more for Internet access. ISPs cannot just agree to increase prices, because they'll be fucked by the antitrust law, but they can disguise the price increase as changing tariffs due to change of regulations. ISPs are an adversary. You as a customer are not interested in relaxing the regulations.

If both agree to keep their prices artificially high, a competitor could challenge them. (Or they could if not not for the fact that many ISPs have local monopolies thanks to government intervention, but then that's the root problem, not the lack of regulations).

There's no point. We can try to imagine how this will work. There will be separate packages that include specific websites and/or protocols, and then there'll be a bundle 'All of Internet' priced at, say, twice your current tariff. To use VPN you'd have to get this bundle.
