Most discussions seem to be regarding money and who pays what. What is often overlooked is that throttling and blocking infrastructure can be used to block strong encryption. Meaning this is also a privacy issue. ISPs are interested in mining traffic/packets and sell their insight. However stronger encryption restricts these abilities. So with no NN they are able to block strong encrypted traffic (which they can't inspect deeply) and allow only weak encryption (which they are able to read).
And why they are anti-NN ? Russians try to infiltrate our internet freedom. Case and point.

All I know is that in 2013/14 I used to be able to find plenty of dissenting, varied, and random shit browsing the internet. I went to prison for two years and got out in 2017. without severely focusing my efforts, I can barely find non-shill shit or echo chamber liberalism on plenty of platforms.
