Everything the U.S. government does, it does because someone is creating a financial incentive for politicians to do it usually at the expense of you the consumer. Technical definition aside, there's no way an ISP can tell what website you're connecting to, especially with Cloudflare and other CDN services.

What ISPs want is the power to force jewtube, faceberg, Netflix and other bandwidth hogging services into sharing the infrastructure bill, since they're responsible for using so much of the infrastructure. No, sadly it won't work because VPN packets are distinct in that certain parts of the frame are encrypted and can easily be spotted and blocked. Right now nobody outside of China does that but every isp in theory could start by tomorrow.
I have co-workers that work in China and they have to work day in night at the plants making engineering decisions because a vpn won't work from their hotels. Their choices are do the work and stay up until it's done and miss and get a ride back with uber or live in China.

While my guess is the ISPs will try to exploit their position primarily by strong-arming content providers, VPN and torrents are an area where "premium" plans that allow for or don't throttle them make sense, since it's easy to filter them out, and they have the potential to use up a lot of bandwidth.

All SSL would affect is if they were trying to block *part* of a site; for example, the Chinese had to start blocking Wikipedia entirely (and not just certain entries) when it went SSL.
