no, it won't go down like that. It will happen slowly and more subtlety. ISP's will start making deals with companies like Hulu, or Netflix to offer things like 4k streaming exclusively to one of them. They'll use their position of ownership over the last mile to play off competing companies against each other and get free $$$.

The main problem with that image is they offer 10GB on each package, for the same price. If the data cap varied to an appropriate limit/price, then there would be no problem.
10GB on video would go pretty quickly, while you'd have a hard time using it all for email.

A couple things.

They could block DNS servers outside of their control by blocking port 53 except to their servers. That would be enough to block most people.

If they wanted to get really draconian, they could simply block ports besides 80/443 unless you pay to unlock them. The SMTP port is already blocked for spam prevention, so it's technically feasible.

Some people could probably get around it (just look at internet in China), but that would capture the vast majority of their customer base.

Which would kill alternative sites like Sup Forums.
