Internet cannot be legally owned by anyone, and on those grounds should be treated just as international waters are. Internet access should be unhindered and there should be no throttling for said access.

The internet is like a vast library and the ISP are like the librarians. Your computer says "One book about Marx please" and the ISP goes into the library finds the right book, and brings it back. Right now, they gotta do ANYTHING you want. Any book so long as you have the name and where to find it, they'll go get it. They should be allowed to refuse. They shouldn't be compelled.
If they don't get the book you want, you go find another librarian who can.

Imagine that the internet is a big tub of water. The ISPs have the ladle and are pouring it out in the cups of the customers.
Right now, the ISPs are forced to be blindfolded. All they can do is ladle out water.
Changing this law removes their blind fold. Now they can see what they're doing. This is a good thing.
BUT
There are laws in effect saying who can own a ladle. Only the chosen few can have a ladle. If someone else tries to ladle out water, they call up the goonsquad and they're taken away.

This is bad because now there's no market pressure on them to make sure that they're doing their job right. If anyone could have a ladle in the first place, then there'd be no reason for the blindfolds.
