B) Basically the same as the above. An ISP cannot block a site on a whim under the rule changes just as it couldn't under the pre-2015 FCC and the current FCC rules. The legal authority to do this would change from the FCC to the FTC, and the precedent to block these actions would change from net neutrality rules to less explicit anti-competitive, anti-trust, advertising fraud, and transparency rules. The most powerful of these tools is the anti-trust authority, arguably harder to fight than the current Title II FCC rules.
But, because of anti-trust rules, the ISPs would essentially be shooting their own foot off. ANY media that they own (and all major ISPs have some media arm) that is boosted above a competitor would be taken as a major anti-competitive practice, and they would be sued. Say Comcast throttles Netflix, as they've longed to do. They would A) Have to announce to all markets exactly how they are throttling Netflix (when, where, why, how), and B) would then have to commit to following exactly what they said, or face a lawsuit from a customer protection group, the FTC, or the DoJ.
