Net Neutrality was voluntarily followed until 2 years ago when greedy ISPs wanted to "unbundle it" and begin charging a premium to see/use most wanted sites. That's why those 2015 regs tried to put it back in place.

They wanted to charge higher rates to companies that use a disproportionate amount of their bandwidth. Which is perfectly reasonable.
The whole question is moot if you actually have competition in the ISP market anyway, something we were actually on our way to having until we decided to start regulating ISPs as Title II utilities. That basically ensured the major telecoms maintain their oligopoly by making it much, much harder to start small, local alternative ISPs.

The net has been "neutral" for a long time. It's neutrality was just designated under title 2 FCC regulation in 2015 you moron. To change the title 2 regulation would be fine if we had a new law to ensure it's neutrality. To abolish title 2 without and provisions is downright stupidity.

Net neutrality, as it currently stands in law, requires ISP's like Comcast and AT&T to treat all internet traffic equally regardless of content. That means ISP's cannot restrict access to Sup Forums. Or slow down Netflix in favor of their own movie streaming service
