Net Neutrality existed since the beginning of the internet, the specific rules in 2015 were required because the kiked federal circuit court system in 2010 said that under current rules the FCC wasn't allowed to stop companies from violating net neutrality
As a result the FCC had to pass new rules in 2015 to affirm net neutrality making it unambiguously legal to stop ISPs from charging you fees for any mundane data usage (again like watching videos).
