I thought it could have been a reference to whore houses, of which artists of days gone by were known to frequent, being loners and not having time or the social skills to build relationships (on the day of Victor Hugo's funeral most of the brothels closed down out of respect). It might make sense, those places being mentioned in the context of hell because they are so devoid of emotional human contact and women selling their intimacy.

But if you go by Eliot basing Prufrock on himself (dangerous I know), Eliot was virgin until he got married at 26 and was horrified with sex and especially prostitutes. Once even said that he couldn't imagine shaving infront of his wife. Though Prufrock could be visiting brothels of course. I'm off now.
