Clinton was impeached because he lied under oath during a congressional hearing. Under normal circumstances that would be perjury, but for him it was somehow "I did not have sexual relations with that woman" meant, well besides the sexual relations we had there weren't any. If he hadn't lied under oath there would have been no grounds for impeachment.
