I was reading into the full FCC change document as well.
On multiple occasions they try to compare the Internet Service with direct cable under Title 2 as I believe strongly that they are likely going to attempt to implement a package which inflates the cost of browsing the Internet at the expense of consumers.
Obviously I didn't finish reading the whole document yet but there are multiple occasions that have me concerned.
Above that, these same mentioned ISPs did attempt to slow down Netflix in the past as well as Google Pay(or their wallet) without a substantial paywall.

It just seems, ISP now want to do more throttling to extort money from customers and Internet services like Netflix. For packages, I believe there was no suitable technology to inspect traffic of every user. Otherwise, that was a slowly unfolding battle between FTC, FCC,and ISPs. ISPs would blocking something (like Skype) then go to court over that, then block something else and so on.

ISP's will be able to discriminate traffic. That means they can effectively cut competition, make racketeering by legally shaking off services and even charge consumers by both bandwidth and priority.
