Baby steps. I assume most Swedes turn away from something as simple as civic nationalism. Once they get used to nationalism with an immigration supply cut off or heavily reduced, then things could be done to work on removing the contained problem within. You can’t empty a bucket that’s always being refilled. Once they open their eyes to what immigration has been doing to Sweden, then the slow progression to something resembling ethnic nationalism can be made.
