No, actually that's not it. It was the belief of Europeans and Christians that they are God's chosen people to rule over other races, that's partly the reason why the Scramble for Africa even happened (since Africa was pretty much useless for the most part and a net drain on European economies). Sure, Africa was uplifted but that was because those lands were meant to stay in European hands and the people there to work THERE for Europeans.
