Actual harem romance can be decent. There's the series about a boy on an island with 3 girls destined to marry him and he actually develops proper relationships with all of them so he just chooses all three in the end. Forget the name, but it was pretty good.
It's just that the other 99% of "harem romance" series barely even qualify as proper harems and the romance is between MC and main girl only.
