The tuition vouchers around the US are no longer tax exempt and it's going to be really fucking expensive.

Universities can restructure how they give tuition aid to grad students, in the form of a scholarship instead of "tuition waiver," if they want to keep the same set-up.
You can require work (as teaching/ graduate associate) under tuition waivers but not for scholarships, but schools could just add TA/GA service as mandatory for the semesters where you receive your "scholarship."
Don't know the legal requirements for how to restructure these types of tuition aid, but the grievances of the grad students will now lie with the financial aid officers to use the loopholes to keep their tuition subsidies tax-free.

For students working on a stupid meme degree, they can fuck off and go work as well.
Students who are also in STEM and absolutely need a PhD to continue to pursue their career, they can lobby the university to change their subsidy structure, apply for more fellowships/scholarships, or work and go back to school.

Yeah it sucks to lose grad students because they're really instrumental in teaching/grading undergrads, but if the university is feeling the strain in their undergrad program then they can just offer the TA's fellowships/scholarships instead of waivers and everything will be fine.

Tuition Vouchers are fund from the government to help a student pay for his tuition. The rework of the tax system will stop these vouchers from being tax-exempt, meaning you need to pay taxes when receiving them. Furthermore, the universities will have to pay the government endowment taxes for granting these vouchers as it amounts to giving the student a gift for free money on education spending.

This has very little effect on the common man, more like a death sentence to grad students who decided that going into grad school with insufficient funds is a good idea. I find this funny because if you're dumb enough to attend grad school without enough money, why did any university admit you to their program?
