Everyone does not. Even in highly conservative societes there are several % of people who are either nigger lovers and/or want to profit from human trafficking business. Then it wont be on private property. It will begin in largely unoccupied territory. Think gypsy settlements which used to be located next to white cities, Calais migrant camp etc.
Again, you can remove all welfare, have conservative people that largely refuse to associate with niggers, and it is STILL preferable for niggers to live in this society than to live in war torn famine ravaged shitholes that they themselves create.
To safeguard white peoples you need to enforce white sovereignty over whole countries, thousands of kilometers of land, most of which is not really a property of anyone in particular, and some of which is owned by people apathetic or openly hostile to a white ethnostate. You basically need a state at least in some limited form. Cant do that under strictly propertarian principles.
