I think you're confusing artstyle with general art. The animation, backgrounds and general flow are sublime, but the drawings are ugly and the characters are plain as fuck. Of course, this adds to the appeal of the series since everything fits perfectly.
We are talking about "judging by the cover", though, so none of this matters. Don't tell me that you didn't think the artstyle looked like shit when you saw screenshots on Sup Forums. Ping Pong looks like shit when it's not being animated.
