They're not funny. They don't contribute to the plot at all (except for a few cases, like Euphonium). They're not original.

I hate that shit when it comes in the middle of a fight and the characters have to give a a 5 minute lecture of all the bizarre fictional magical and metaphysics elements of how their super attack works.

If somebody was in the middle of a gun fight, would they really explain the whole mechanics and reasoning why a gun only has a 10 shot magazine, or would they just say "He's out of ammo! Rush him!"

Most of it is due to a Tokyo ordinance saying you can't sell or produce works showing or glorifying young children and teenagers doing illegal things if the media is targeted towards them. Nozaki-kun actually had a great snipe at it in a gag about bike-sharing: he couldn't draw a girl and a guy sharing a bike because it's illegal to do so. They go to increasingly stupid lengths to try to make the scene work so he can publish it. Creators usually end up doing bizarre, lame, or outright stupid work-arounds if they feel they must include scenes that would violate that rule. Think of all the times you see characters getting red-faced and woozy from "juice" or liqueur candy for instance. Or MC getting offered booze, no strings attached, not even in a modern Japanese setting, in a fantasy land where alcohol is not some anathema to child morality, and he refuses saying "I can't".

Anime has always had a hard-on for morally upstanding protagonists. The hyper-virginal part is almost entirely on the otaku market. You can have girls who are non-virgins, you can have girls who are openly slutty in public behaviour and dress. You just can't show kids having sex or being explicitly sexual but Tokyo is not unique in that regard (common guideline around the world).
