If they stopped spending money on useless fake cities where people are not allowed to live (because that could lead rebellions) they could spend a lot more money on food, improving village infrastructure, education combined with state loyalty indoctrination, and other facets of modern technology. They could actually start to have a more stable state where the threat of rebellion wasn't so high and more resources went to strengthening the country.
