Nice nigger tier logic there. At a certain point, it becomes obvious that you're deliberately suppressing your critical thinking skills so that you can try to justify killing someone. A cursory examination of the situation shows that the officers all but knew that the man was very drunk, had already processed his girlfriend just fine and could see that he was in extreme distress and frightened. Simple intuition tells you at this point that if there are any threats, they're not going to come from the people who are pretty much subdued, but -technically-, you could shut off your brain and pretend that the guy on the ground still poses a threat, if, for instance, you wanted to play fuck fuck games with him after you'd already gotten his girlfriend over. The problem is that the police already make it obvious with their body language and complete lack of tactical awareness that they know that there is no threat -- you can see that their intuition is functioning just fine (most police officers don't last long without it). Instead, what motivated them here was the desire for control. You can hear it dripping out of the voice of the guy giving commands, how he savors every moment of this opportunity to hold another life by a thread, and rather than clearing the hallway and securing the civilians in about a minute and a half as is standard procedure, they draw out the arrest as much as possible. They were taught in police academy, so they know that the longer a situation like this goes on, the more chance of something going to shit, and so violence of action is extremely important when taking prisoners, but these guys were just having too much fun. The problem is that the dude with the out of regulation sleeve tattoos and 'you're fucked' written on his gun (federally illegal, thrown out in court) started to believe his own bullshit and put five rounds in that guy even though they both knew he was unarmed.
Most police forces are underfunded. That is what causes these situations. And even if they were properly trained, this still could have happened.
