Not every cop would have one of those holsters, but the one I've seen requires you to release the pistol with your palm as well as your index figure. Basically, it's designed to only be drawn by the person who has it on their belt, would be difficult to get the appropriate angle to release the pistol unless you were very close and behind the cop.
