These areas lack infrastructure and maintenance. If you look into the areas of Detroit that have been abandoned for a long time you will see nature reclaiming it.
All you need to do give mother nature a push. A seed bomb is a small ball of potters clay filled with seeds. If you get plants that are known house breakers all you need to do is throw that shit in some yards.

some things to add: there is a reason the ghettos haven't already turned into jungles from lack of responsibility- what did you expect when the ground is >90% covered in sidewalks, streets, and parking lots? bird shit is already pretty effective at spreading seeds around. if you go to any ghetto now, or look at random streets in the hood on streetview you'll notice a lot of abandoned lots and housing areas already have shitloads of weeds and trees growing. i think it may be worth focusing on these areas that already have a veg foothold, and spreading seeds around their perimeters/in their vicinity. this could potentially expand available critter habitat, and give the random seeds an advantage over just seeding an areas that is all concrete and asphalt.
