Title II has specific regulations which actively hamper small ISPs and make it incredibly expensive for them to come into the market, especially since the FCC has the power to just tell them no, you can't be an ISP.

Not only will small ISPs become more prevalent, but whoever decides to be the first to offer a hypothetical unlimited plan at a great rate will capture the market entirely and force the rest of the industry to follow suit. AND that's assuming ISPs even try to come out with tiered plans like that meme picture.

Another off the top of my head is that any ISP needs to submit proposals to the FCC for anything they do. Technology, Business Model, everything. They wait for a yay nay or needs further review. These are things that directly fuck small ISPs by increasing costs and reducing investment incentives. We've already seen a drop of $50b in infrastructure investment since title II came about, which is what people were predicting. This is the jist of what people mean when they say regulations hurt the economy if they become excessive.

If your fears were valid we'd never have had Net 2.0, 3G, 4G, Satellite, all that revolutionary stuff. We'd still be on dialup and getting charged based on how much time we spend waiting for shit to load to maximize profit.

Not picking a side here, but for clarity the cost to transmit 1GB of data is largely hidden by ISPs, but is estimated to cost anywhere between 1 and 15 cents, where 15 traveling the globe to the destination, which means 1000GB monthly should be $10-$150 at the highest. But obviously we never see fair costs. Especially here in Canada.
