I'm currently a law student and this is all basic first-year stuff. But it's also stuff you can relearn in the course of a few weeks.

Procedure is not the most important part of law, it's rather unimportant to people outside of litigation actually. I'd rather have a great lawyers, from careers dealing in substantive law, to some litigation drone on the courts.

I asked my professor one time what a "motion in limine" is, since I had seen the phrase used in the casebook. He told us not to worry about it-- it was just a technical device in the litigation context that isn't that common anyways. I still don't know what it is.

There are a lot of words/phrases like that in law school, particularly when you're dealing with cases from more than a century ago. The phrase "action for assumpsit" is another. I still don't know what the fuck that means.

Motion in limine is still a term used today, as I understand it, but it's not insane that someone with a law degree wouldn't know what it is.

No judge needs to know every single thing about law. Most of them specialise in a particular area. You only need to know what's relevant to the particular problem you are involved with at any given time, and judges will generally be very well prepared due to knowing well in advance what they are going to be looking at. Literally nothing.

Again though, if it's something he's never had to do then his not knowing what it means isn't really a problem. If he were to be involved in a situation where he did need to know that, and hadn't brushed up on it in time, that would be a serious problem.
And in fact, I would add that the human memory capacity, though variable, is finite. Think about every piece of legislation ever passed in the USA. Ignoring state laws even. Federal law alone would be a hell of a lot of shit to remember if you were to try to memorise all of it. Judges have to look at relevant laws and in particular the exact wordings of them, and also the intent behind each one - where it is known. Honestly try to even memorise a small number of laws. It's a waste of a judge's time and energy to do that, especially since laws are constantly being rewritten, as are protocol, procedure, etc. And like I said here they will generally only know a lot about the particular things they specialise in - criminal (in the UK, this alone covers a wide array of possible cases and even different types of courts), divorce, custody, military, bail, maritime (BUSTER!)
