At this point “Science-Based” and “Evidence-Based” have become have become worthless catch phrases that are likely used like “multitasking” is/was, and other now bullshit terms like “Green-Energy” and “Clean-Energy”. There are also a large number of “scientific studies” that contradict each other, or that were done on such a small, non representative group that you could probably have them say anything. If you want to write a proposal for something sight the actual studies supporting your proposal, as well as ones that might refute your proposal.
