In most countries you have to have a clear and relatively recent relationship to the people of the state you wish to become a citizen of just to make a credible application for citizenship.
In most countries, this just goes back two generations (i.e. you can get a British passport as an Anglo South African if at least one of your grandparents was born in the UK). So Paul Smith with a granny in Sussex or whatever can just waltz into a British embassy if he has the appropriate documentation of course and get a passport within a few months.
But it doesn't mean that Frikkie Botha or Francois du Toit who had distant ancestors born in France or the Netherlands in some cases before the 1660s but who otherwise have no association with Europe can just show up at a European embassy and get a passport. That's not how it works. Does this answer your question?
