I find it unlikely that she will be the main villain, this chapter basically confirmed that it's Jobin (at least for now).
Her Stand doesn't appear to be anything too overpowered while Speed King still has mysterious applications and abilities, and the story has spent a far longer time developing Jobin and establishing his character than it has with Kaato.
I suspect Jobin is, if not a fusion, a Rock Human.
If anything we might get a Kira/Yoshihiro situation where one of them is the "main villain" per se but the other causes a lot of trouble and is just as important in the narrative.
