Why would twitter ban absolutely everyone with a white nationalist mindset? They want to ban enough people to censor alt-right talking points, but they don't want to ban too many key people as to cause more of a shitstorm that there already is.
Most normies who think of the alt-right think of Richard Spencer, so they will go to his twitter feed, read his tweets, and consider him as a bigot. And once they see that nobody else on twitter (all of the banned members of the alt right) supports Spencer's beliefs, they will dismiss him and the alt-right entirely.
