It's a lot of things. Our Bridges are not inspected or maintained properly. Our dams are questionable, at least as far as California is concerned. And our electric grid is suceptible to hacking, emp, solar flares, or even just guys with rifles. And the things we need to repair it we can't even make ourselves.

Oh, and our roads are falling apart, at least in Washington, because all the taxes specifically for them keep finding their way into the general fund and thus get squandered or stolen like the rest.

I work with PTC. Amtrak had absolutely no PTC whatsoever. Neither does Norfolk southern and a handful of class 1 freight companies. They are supposed to by next year but there is no way they will make the deadline. bnsf and up possibly Csx are the only ones close to implementation on required rails
