The system alerts the engineer to excessive speed or unsafe track conditions. If the crew fails to respond to warnings, the system automatically applies the brakes to bring the train to a controlled stop.

saw on the news earlier the train did not have the system installed yet.

It was mandated in 2008 and during that time 70% of the tracks had them installed. 100% of the trains have the system already. Hacking the train itself ovverrides the engineer's ability to slow it down no matter if that part of the track was upgraded or not. The media and Amtrak is trying to obfuscvate it by not mentioning the difference. Huge difference that they conveniently left out.
The engineer can die and the train can still be remotely controlled by a hacker.

Well, I heard from someone connected to one of the state reps last night that they already recovered plenty of camera footage and such to review. So if we don't get a good explanation then that would be a big fat red flag.

Israel has been using their hacks as a warning.

There won't be a good explanation. Only hacking the train's computer system would allow it to hit 80mph. Amtrak's system relies on satellite GPS which is being hacked successfully.

So does it make sense that the track would also be sabotaged to draw attention away from the hacking of the train's speed control? There's been a bit of activism in the area against the coal trains etc.

No they don't, there's still plenty of Locomotives that do not have PTC equipment installed. Very few places have PTC in service, it was not in service on the BNSF Lakeview Sub (Point Defiance Bypass), where this derailment occured.
