Because by reducing amount of deductions you can make, you will have to pay more taxes in some states.
The one thing they can hang their hat on is that the individual tax cuts WILL expire. This means that individual tax rates will go up *IF THEY ARE NOT EXTENDED*.
The problem is this sort legislative provision is so common they have a term for it: A sunset provision. In most states their administrative agencies all have sunset provisions requiring their disbanding if the legislation isn't reauthorized every several years.
