House will pass. There are far far fewer procedural hurdles that can be thrown in the house, and the vote margin is very comfy. The portions the senate had to strip out aren’t essential for passage either.
I think it’s likely the President signs it today unless there’s a procedural reason why he can’t. Even if something happens that keeps him from signing though (and he doesn’t veto), worst case it becomes law automatically on the 30th.
So either it becomes law or it gets vetoed, and it happens this year. And it won’t get vetoed.
