Blue states with high taxes used to be able to deduct how much they paid to their state government from what they paid to the Federal government. Which effectively punishes states for not overtaxing their people and forces red states to pick up the slack the blue states aren't paying into the Federal treasury. Now they're capped on how much they can deduct so it will really only be just a very small net change, possibly an increase, for those living in high tax blue states in the upper brackets.

Yes, the majority of states have state income taxes as well. Some large cities have an income tax as well. My wife and I live in Kansas, she works in Kansas City, Missouri. She has to pay Kansas Citybtaxes as well as Missouri and Kansas taxes. It sucks.
Yes. People who live in commie states that decide to take a chunk of your income. For some of those states it's fairly low and inconsequential and people don't even bother to itemize it out. Others in particularly blue states have much higher rates.
