sakura is a pretty bad example of monster of the week being good, it really starts to drag by the halfway point and you end up with plot points being ALMOST resolved for weeks only to have everything happen in the course of one episode because most of the MOTW is just anime filler

Bebop is largely episodic, but there is a larger, overarching story that is told as well that involves a linear development of the primary cast, and their relationships.
It is obviously harder and more work to tell a good story, than it is to come up with 20 minutes of material that resets at the ED

with a continuous story you have leeway where "oh this episode wasn't that good but I can't wait to see how this resolves"
