Russia under Nicholas II was actually extremely modern in regards to Capitalism, military organization, technological advancement, etc. It was just Reactionary politically. A lot of innovations in military organization that the US didn't even implement until after WWII, such as the establishment of an independent Air Force, were actually originally Imperial Russian concepts, and television, radiators, powdered milk, etc. were invented in the Russian Empire as well.
