In pre-modern times? Not much motivation to develop agriculture, because hunting/gathering is a better choice in most of Africa (there are exceptions, look at what happens in places like Egypt where farming is better). No farming => no cities, no cities => no developed civilization.

There was no need to organize beyond the tribal extended family. Evolution is based on failure. If a species does not fail,it continues until need and circumstances force a change in behavior for it to survive. It need not be the best at whatever specialty that enables it to thrive, only good enough to continue.
