What said. Teito Monogatari had a huge influence on modern pop. culture and all the anime/manga you've seen since then is just playing homage to it.

Hatsune Miku, one of the most casual anime character out there, has at least two costumes using the style. So I'd believe heterosexual males enjoy it too.
