Deen and Shaft are both going for worst spot, both are just shit for animation yet they're blessed getting good source material or writers/stories, but their animation quality is simply ABYSMAL. Maybe Toei too.
A-1 is quite above average, JC Staff is a bit above average.
KyoAni, Dogakobo, Sunrise, Bones and Ufotable put out quality animation consistently.
Pretty much all others are mediocre, having a few good things here and there but usually nothing worth of admiration as an animation.
