The arguement that comes from the left is that net neutrality prevents ISPs from charging extra for more bandwidth. it forces them to treat everyone equally. So that's why we have this far reaching legislation that governs how the internet will work. The left elite only tells a fraction of the story to their useful idiot base. the fraction that suits their needs.
the full story is that Net neutrality is about making money. On the internet the biggest user of bandwidth is netflix. youtube and all of the other video streaming services like hulu, pornhub etc.. make up another large portion. the extreme majority of internet traffic is ton on a small handful of media sights. They use a ton of bandwidth and thanks to net neutrality don't have to pay comcast any significant amount of money. Netflix has essentially offloaded their operating cost entirely onto comcast. they are making money hand over fist now and want to keep it that way.
net neutrality was introduced in the year 2015, the internet existed just fine before 2015, better some would argue. the fear that ISPs might abuse their power is a legitimate complaint but we don't need some far reaching law that was constructed by the heads of google and netflix behind closed doors, entirely for the benefit of google and netflix to decide the course of things. if we were going to have some blanket law like net neutrality then it should be designed by elected officals, out in the open, for the benefit of the people. but i'd argue we don't need that either. the internet was not complete anrachy before 2015, we have the FCC and the power of lawsuits that could settle a potential case with ISPs abusing their power that can be done on a case by case basis. that is far less intrusive than some massive blanket law.

One important thing to add is that as a consequence of net neutrality, developers of various internet-related technologies(from streaming methods to simple webpage design moneys) stopped giving a shit about the amount of data they have to transfer. So you get a webpages(pages, not sites!) that are 5-6 MB big - in the past they were much, much smaller. That's not a "huge" thing but if you're on phone and you have limited data transfer, welp, divide it by those 5-6 MB's and think how many of those pages can you visit. Now think about the likes of google(youtube) streaming barely compressed video - how much transfer are they wasting by doing it?
All that load requires proper infrastructure, and NN doesn't allow the ISP's to offload the costs of it on the big datahogs, instead they have to offload it on the end users. Obviously American ISP's are a cartel which needs to be broken up but it doesn't require any additional regulation - you have those since the days of Teddy Roosevelt.

Acknowledge that there are good arguments for both sides (because there are) and then ask him if the internet was a throttled wasteland pre 2015 or if virtually all tech companies like Google, Pornhub, youtube etc actually built their business during that dark era. You can even say you agree with their worries in theory, but in practice almost all infrastructure and platforms were built before NN. And on top of that, post NN in the US the investments in infrastructure has gone down. It seems that NN is good in theory, but in practice it kills smaller ISPs and brings no growth in services.
