Non H-manga generally cant have sex scenes (there are a few exceptions) because they sell to kids/teenagers (even if they're aimed at adults, kids will still find a way to buy it) and the magazines don't want to get in trouble. Naturally any male who had a harem of beautiful women pining for him would just fuck them. But since the author cant have that happen, he needs to come up with some kind of excuse why they don't. The easiest way is to either make them beta or incredibly dense. The authors don't want to do this shit, they have to because the magazines tell them to.

If any manga would actually have a sex moment in it, tastefully done, I'd expect it from this.

The problem is the small chance that their series gets singled out and banned like a few have been (Aki Sora for example). Some magazines are willing to take the risk, kind of like how Yabuki is willing to take the risk to draw vaginas in sinks. Many don't want to risk it though, even if the chance if very low.
