It's hypocrisy. They have pretend they hate rec threads, but want them so badly that every third thread is a disguised rec thread.

Rec threads are hated because they're just listing of whatever shit you like. They have no discussion and really little useful merit for even giving out recommendations. It leads to spam of shitty threads with "gib rec pls."
The reason something like "I liked show, is there anything else that can compete" is more accepted is because it sparks a discussion about a show, its themes and features, and usually requires defense of why you would call something similar to or better than it.

3x3 and OPT threads occupy a stranger space
OPT basically serves as a recommendation thread, but this is due to many manga being pretty obscure compared to anime. It also provides the chance for anons to share crazy pages and manga that aren't popular enough to hold discussions on their own
3x3 really do feel like recommendation threads but can be justified as judging other anons' shit taste. The extra level of opaqueness by using only images also attempts to prevent it from just being straight recommendations, but feeling kinship with those that have similar tastes

That's a valid opinion. I liked the slowness. I felt like it let me get to know the characters. But I can see how it would be boring to others.

It had some serious pacing issues. More than a few episodes felt like they were dragging and not going anywhere. But like you said it helped "get to know the characters" when it took a break from the action.

Yeah I think having it on DVD really helped with the pacing. I can see if you were watching it once a week it could feel slow.
