Considering Saitama almost died when Boros kicked him to the moon (couldn't breathe) I would say Saitama's gag powers only go so far. Simon would win.
Goku might be able to defeat the STTGL just by punching 3 times and using instant transmission to avoid the destruction of the universe. STTGL has never shown destructive abilities equal to Super Saiyan God.
