CIA trumps the rest. They caused outbreaks across the world as part of a 'national security' effort and deliberately classified hundreds, if not, thousands of documents from the public eye most of them being beneficial to society if released. Time and again they have covered up the visitation of aliens. They had a major role in instigating the drug war and brought to life most of the notorious criminal organizations and cartels we see in South America.
These fuckers are a force to be reckoned with. Whether or not they believe in what they are doing, its all under the gauze of national security.

CIA is probably more powerful, but both CIA and FBI deal with intelligence. Difference is the CIA deals with foreign intelligence and FBI deals with domestic intelligence. CIA probably has more power though because they are also military while FBI is more civilian.
