According to an internal memo circulated in the department of homeland security, the US government could ask workers with H-1B visas to leave the country while they wait for pending green cards to come through, the Hindustan Times newspaper reported.

Around 2008 my company made an initiative to outsource a crucial bit of our development to Indian consulting firm.
They worked on it for 2.5 years and couldn't ever get it to work beyond alpha-stage demo purposes. Original quote said 12-16 month development, so was over budget by more than 2x.
I made the case to management that it was useless to go 2x over budget in time/money, when we could've just hired stateside and maybe paid the same amount but had a product in half the time. Management ultimately agreed and whole thing was scrapped.
From talking with friends in industry, I think many many companies around mid 2010s started to come to the conclusion that "outsourcing" was a best a 30% savings at worse a total scam. But that 30% savings would come with a high price of uncertainty, difficult to manage and control, and ultimately much less control. Unless you are looking to mass produce 8 gorillion widgets, outsourcing makes almost no sense for 95% of the companies out there.

Computer Science is shit dealing with circuit boards and processors and hardware. A step above the knowledge it requires to troubleshoot and fix OS issues, etc. Thing is, it's a step above, but they don't deal with that shit at all. a lot of skilled IT jobs like enterprise applications don't require a CS degree or even coding experience, there's network stuff, functional stuff like finance accounting goods movement etc., technical parts of applications like databases, logs, configs that are not coding, database management, server management, etc... and you don't need a comp sci degree for these. there are related degrees like Information Technology, Management/Computer Information Systems, and Computer Engineering where the skillsets apply, and then people who have learned about these technical subjects while not having a college degree or having a college degree in something else (like mathematics).

Computer science is actually the study of computation, it's a more math oriented degree. It usually teaches lambda calculus and shows you how to program much more complicated algorithms. It doesn't, however, teach you how to setup outlook or how to diagnose a bad RAM stick for example.

1.) There are between 300-500k new H-1Bs approved annually, its not putting a stop to that, its putting a stop to the H-1B workers who come here, the visa reaches its end, and they stall departing the US for years while they make applications for green cards or other things which take time to review.

2.) There are roughly 7-8 million people working tech or IT jobs in the United States. Assuming that every single H-1B green card applying Indian currently in the US is working a tech job (they aren't, H-1Bs cover a number of other fields- engineering, medical, scientific research, education, etc.) that means that deporting all of them would at most cause a 10% drop in bodies. This would open a lot of jobs for graduating CIS majors, and promotion opportunities for actual Americans working beneath foreigners. Things would not fall apart with 90% of the IT workforce in tact.

3.) The people who will really suffer for this are the companies who became accustomed to having cheap labor for higher skilled technical work. Actual Americans who are employed in IT should be cheering this on. It will open a lot of jobs and opportunities taken up by foreign workers who are, contrary to popular belief, not "filling a hole" but rather filling one for cheaper than an American would. This drives down the wages for all IT workers in the US slightly. Companies doing IT work are largely under contract to perform work for a given price over a period of years, and if the market for replacement employees are no longer H-1B poo-loos and will not accept that price companies will have to default on contractual obligations or eat the difference and hire the American workers. Sure, many will simply be replaced by new H-1Bs, but the churn rate if they are not allowed to stay and continue working in the US while awaiting green cards could be so much that companies are forced to abandon their dependence on H-1Bs.

The guilty parties are the out of control corporations and corrupt government who collaborate to appease their endless thirst for cheaper labor. The swamp needs to be drained, and the corporations need to be brought to heel.

they're not really stalling, the issue is the H1-B is three year visa with one three year extension and then the time for most indians to get a green card exceeds 12 years, basically right now they are processing permanent residence applications from Indians who were here on visa making them in 2006

the problem is that if you let an employer bring in someone on H1-B for five years and then get a grace to have automatic extensions after he goes for green card, you basically have an indentured servant for 17+ years who is still in the US labor market. so the number of H1-B's granted per year is academic at that point, because
1) any h1-b holder granted a visa can stay here for six years
2) any H1-B visa holder who has applied for a green card can stay for MORE THAN A DECADE. India + China applicants often wait in excess of 15 years.

this entire time they're still in the US labor market and nobody is checking on whether or not he's still being paid a fair wage or whether or not a US worker could be hired at this point.

You can't control where you're born, but a lot of Indians are bad, and most H1-Bs are bad. Firms like Infosys, Tata, etc. bring in shit resources who lie about their experience and then classify them as level 1 resources at $60,000/yr and then have them replace resources that are making $120,00+/yr plus benefits.

You can be proud of your country AND willing to integrate in the US. You can be Indian AND be good at your job and properly paid.

The problem is that India itself has a lot of problems and a LOT of the Indians who come to the US are not good.

Part of the problem is that once Indians get into management many will favor other indians heavily. I've seen IT departments go from 20% Indian to nearly 100% indian in two years on US soil. H1-B doesn't help because it ups the ability to hire an Indian by feigning need and then employing him at a rate well below the market wage.
