This brings the question about what can be considered anime. If this is anime, all Japanese animation should be anime, which is questionable at best.

My oldest actual anime is Hakujaden, my oldest TV anime I have some experience with is Kimba, and my oldest TV anime I have finished at least one season of Ace wo Nerae.

I think it's a question about whether anime is Japanese cartoons, or Japanese animations.
If it's all japanese animation, then stuff like shrinking menu buttons in data program interfaces should also be considered anime, and animation cycles in video games, and tons of other stuff.
People don't generally regard these things as cartoons in the west, and I think anime should be the same. In other words, I think the definition of anime should be "Japanese cartoons", and not "Japanese animation".

I think cartoons should have a bit more substance to them than animation. Animation can be anything that moves, a cartoon is an actual product.

I think the boy writing on a blackboard is more of an anime than the gameboy boot logo, but if the definition of anime is "japanese animation", then both are anime. I think the definition isn't actually "japanese animation", but something else. The reason the boy writing on a blackboard feels more like an anime is that it has more plot, but plot isn't something that exists in animation itself. It only exists in the right animation. The question is what kind of complexity is required for something to be anime, not whether something is animated.
