They're two separate lines/points. He's repeating back what Utsumi said, in distaste, then addressing the fact that the Yakuza are in poor straits as well (apparently a thing in current, real Japan) - why should they be expected to do something for their enemy's benefit, without receiving any benefits of their own? The closest equivalent statement would be something like "What do you expect the Yakuza to do about it?", but that's not really what Hanayama says; he's asking what *Utsumi* would do with the chance to use the Yakuza.

Hanayama is simply provide warning to him that country shouldn't rely on the gangster, the "public enemy" in this line.

Hanayama didn't care about "gain profit" in the first place.

Hm. Yeah, that totally works. I'll probably end up using that (or something very similar) in the scanlation, when we get to it in 100 years; if you don't mind.

The overall concept of this chapter is showing Hanayama's personality and true motive of Utsumi.

At first Utsumi tried to convince him with honeyed word but get refused, he tried again but no point because Hana doesn't care about any profit at all. Then finally Utsumi confessed his real feeling and moved Hana.
