Sup Forums might be a better place for this thread since there were a bunch of exploitation films in the 70's that focused almost exclusively on this character type (and with the added bonus of most of them being softcore porn). Just look up Terrifying Girl's High: Lynch Law Classroom, Sukeban Deka, and any other "Pinky Violence" films as they were called.

say you have two girls that are equally poorly written, one girl being moeblob-chan and the other being delinquent-san

by virtue of being a delinquent, delinquent-san gains a secondary character aspect that moeblob-chan will not have because she's exactly what her names implied, just there to be cute. however, with delinquent-san, you will have a tough personality and personal ability, and (especially if it's a harem series) a caring and also cute side.

therefore moeblob = cute
but delinquent = tough + hidden cute

the delinquent always win in terms of just how much more rounded out of a character archetype she is against other girls.

I remember there was this one manga that had the main character was an otaku that pretended to be a badass as the leader of a delinqent school, and there was a famale equivlent to him that mentioned offhand that her girls should keep their skirts long because otherwise their sluts or something.

I always thought the long skirts were modified versions of regular uniforms and that it was a more subtle form of rebellion or trying to identify who was part of a school's gang scene and who wasn't.

I thought it was okay for a dumb little comedy, definitely sees a noticeable drop of coherency and quality in the last third of it though and the basic premise gets pretty stale (Sotomura-san also suffers pretty bad from this).
